Mr. Morrison is directly responsible for managing CES employees assigned to the Zone Program Integrity Contractor (ZPIC) which includes fraud investigators and analysts in ZPIC Zone 4 and 5. He oversees the CES Business Development team, conducting outreach and liaison with CES critical partners in the National Capitol Region.
Roger is a former member of the Senior Executive Service assigned to the FBI’s elite Counterterrorism Division. He brings more than 34 years of leadership experience to CES, having supervised major criminal, terrorism and counterintelligence investigations and operations. In the wake of the 9/11 attacks, he was directly responsible for leading the unprecedented expansion of the FBI-led Joint Terrorism Task Forces and the establishment of the National Joint Terrorism Task Force. Roger implemented new processes and cross-cutting analysis, integrated emerging technologies, and formed critical interagency partnerships at the National Counterterrorism Center and Statewide Fusion Centers. His leadership resolved key issues which enhanced the safety of the US against further attacks and significantly improved information-sharing nationwide. He earned the 2005 Attorney General’s Award in recognition of his effective leadership and cooperation with senior officials from the defense, intelligence, diplomatic, homeland security, public safety, domestic and international law enforcement communities, and served on White House Interagency Policy Committees. Prior to his FBI career, he spent 13 years as a police detective in Pennsylvania, earning recognition as Police Officer of the Year in 1989.
