Carl Florez
CEO
Carl Florez is the President of CES. Mr. Florez is a United States Air Force veteran, having served during the Vietnam Era. He retired from the FBI where he last served as the Assistant Special Agent in Charge of the Seattle FBI Division. Mr. Florez conducted and oversaw intelligence operations, computer forensics, and cyber investigations during his tenure with the FBI. Mr. Florez helped create several FBI Intelligence Sharing initiatives including the Los Angeles Joint Drug Intelligence Group (JDIG), the National Drug Intelligence Center (NDIC), and the FBI’s 911 national response team focusing on financial intelligence matters. Mr. Florez is a subject matter expert in healthcare fraud, open-source analysis, and drug diversion.
Mr. Florez has over 20 years of federal government contracting experience serving in various capacities from Program Director to SME on federal contracts where CES has provided services.
Roger Morrison
Senior Vice President of Operations
Roger Morrison is the Senior Vice President of CES. His duties include providing oversight of all company operations, including leadership, and program management for all CES government and commercial investigative contracts and projects, as well as coordination of CES’ business development efforts.
Mr. Morrison is retired from the FBI where he last served as a former member of the Senior Executive Service assigned to the FBI’s elite Counterterrorism Division. He brings more than 34 years of leadership experience to CES, having supervised major criminal, terrorism and counterintelligence investigations and operations. In the wake of the 9/11 attacks, he was directly responsible for leading the unprecedented expansion of the FBI-led Joint Terrorism Task Forces and the establishment of the National Joint Terrorism Task Force.
He earned the 2005 Attorney General’s Award in recognition of his effective leadership and cooperation with senior officials from the defense, intelligence, diplomatic, homeland security, public safety, domestic and international law enforcement communities, and served on White House Interagency Policy Committees. Prior to his FBI career, he spent 13 years as a police detective in Pennsylvania, earning recognition as Police Officer of the Year in 1989.

Justine Cronk serves as President of Computer Evidence Specialists, LLC (CES), guiding the company’s strategic vision and operational excellence across its full suite of investigative, intelligence, compliance, staffing, and training services. A certified Project Management Professional (PMP), Ms. Cronk has been an integral part of the CES team since 2011, growing alongside the company and playing a pivotal role in its evolution into one of the federal government’s most trusted small business partners. Under Ms. Cronk’s leadership, CES continues to uphold its founding principles of integrity, ethics, and an unwavering commitment to excellence — delivering cost-effective, innovative solutions to government agencies and commercial clients nationwide.
As President, Ms. Cronk sets the tone for CES’s culture of continuous improvement — driving rigorous quality control standards, championing agile and responsive client partnerships, and ensuring CES remains at the forefront of its industry. Ms. Cronk oversees a highly skilled nationwide network of investigators, inspectors, analysts, and auditors across CES’s core service lines, including fraud, waste & abuse (FWA) investigations, actionable intelligence solutions, regulatory compliance programs, professional staffing and recruiting, and specialized subject matter expertise. Under her stewardship, CES continues to expand its reach and capabilities without losing sight of what sets it apart — a deeply personal commitment to every client, every mission, and every outcome.
