Carl Florez

President

Carl Florez is the President of CES. Mr. Florez is a United States Air Force veteran, having served during the Vietnam Era. He retired from the FBI where he last served as the Assistant Special Agent in Charge of the Seattle FBI Division. Mr. Florez conducted and oversaw intelligence operations, computer forensics, and cyber investigations during his tenure with the FBI. Mr. Florez helped create several FBI Intelligence Sharing initiatives including the Los Angeles Joint Drug Intelligence Group (JDIG), the National Drug Intelligence Center (NDIC), and the FBI’s 911 national response team focusing on financial intelligence matters. Mr. Florez is a subject matter expert in healthcare fraud, open-source analysis, and drug diversion. 

Mr. Florez has over 20 years of federal government contracting experience serving in various capacities from Program Director to SME on federal contracts where CES has provided services.  

Roger Morrison

Senior Vice President of Operations

Roger Morrison is the Senior Vice President of CES. His duties include providing oversight of all company operations, including leadership, and program management for all CES government and commercial investigative contracts and projects, as well as coordination of CES’ business development efforts.

Mr. Morrison is retired from the FBI where he last served as a former member of the Senior Executive Service assigned to the FBI’s elite Counterterrorism Division. He brings more than 34 years of leadership experience to CES, having supervised major criminal, terrorism and counterintelligence investigations and operations. In the wake of the 9/11 attacks, he was directly responsible for leading the unprecedented expansion of the FBI-led Joint Terrorism Task Forces and the establishment of the National Joint Terrorism Task Force.

He earned the 2005 Attorney General’s Award in recognition of his effective leadership and cooperation with senior officials from the defense, intelligence, diplomatic, homeland security, public safety, domestic and international law enforcement communities, and served on White House Interagency Policy Committees. Prior to his FBI career, he spent 13 years as a police detective in Pennsylvania, earning recognition as Police Officer of the Year in 1989.

Justine Cronk

Vice President of Government Programs

Justine Cronk, a certified Project Management Professional (PMP), has been with CES since 2011 supporting and managing CES’ compliance and audit programs for federal and state. Ms. Cronk is also heavily involved with our business development and proposal management teams. Her experience includes conducting and managing audits and inspections, including health care fraud investigations, provider enrollment site visits, audits involving deadly recall products, and tobacco compliance audits.

As Vice President of Government Programs, Ms. Cronk oversees an experienced investigative analytical team and a large nationwide pool of trained and experienced investigators, inspectors, analysts, and auditors. She strives for efficiencies through continual performance improvement, leading to elevated quality control measures. Ms. Cronk is dedicated to providing sound solutions to productively manage CES’ success as a small business as a federal government contractor.
